It's former City Council Speaker Gifford Miller against some of the greatest graffiti artists in the Bronx. Thanks to a zoning change — and $1.2 million in capital funds from the borough president — the graffiti-covered stretches of industrial West Farms will be leveled to make way for a $400 million housing development.
